Maybe too much beer explains LW’s behavior

During WWII, the US Navy was building housing in both Portsmouth New Hampshire and Portsmouth Virginia. The plans for the houses somehow got swapped and Portsmouth Virginia ended up with well insulated brick houses with full basements and heating systems. Portsmouth New Hampshire got uninsulated, stick built houses on slabs with wall mounted electric heaters.
