At the moment I'm too lazy to "look up," the basketball rule, so I'll ask the BHO experts.
Player Black1 has the ball out-of-bounds along the end line in a situation where he's allowed to "run the end-line." White2 is "guarding" him [i.e. hopping and waving arms/legs in an attempt to disrupt/deflect the throw-in].
Is it within the rules for a team mate of Black1 to set a "pick" on White2?
[If the answer is "no" does it have anything to do with it being a dead-ball situation?]

Does Torts replacing Cassidy make sense? That rather depends. I would say that it does in some ways, and doesn't in others.
Let's start with the fact that Vegas tends to cheap out on goaltenders, and has since the team came into the league. For example, Laurent Broissoit, who won the Stanley Cup for them in 2023, was playing on an inexpensive contract and has bounced around the league ever since (admittedly partially the result of some injuries). More to point: Vegas's goalies this year aren't exactly superstars - and while any goalie can go on a hot streak, as did Broissoit, Vegas just doesn't seem willing to pay for a top talent in the cage.
Obviously, none of that is Cassidy's fault.
Any head coach, it appears, can lose the room. Cassidy has apparently done that twice now - Boston and now Vegas. Coaches like Jon Cooper really are the exception, rather than the rule, when it comes to tenure and job security - as well as the ability to maintain a great relationship with the bench.
Vegas has demonstrated a cut-throat mentality since coming into the league. Cassidy had a reputation as something of a hard@$$ in Boston, and has been one in Vegas. That Torts was selected to succeed him clearly shows that Vegas ownership and the front office thinks that's what they need behind the bench. Because Torts IS a hard@$$, possibly even more so than Cassidy. Maybe the mindset in the front office was something like "Oh, you guys are butthurt because Cassidy yells at you? How do you all like THIS?"
Whatever. It's not my decision to make. Seems to be something of a Hail Mary to me. I'll say this, though: I happen to like Torts. He's proven his bona fides as a coach; his off-ice, work on behalf of re-homing dogs is an underappreciated story. And regardless of W/L result, there's no coach in the NHL who can be counted on more for an entertaining post-game interview.
