Insurance for a jam session

G'day,

I've suggested to the local committee that run the country music festival and preceding week of activities that I would like to help organise an acoustic beginners' jam next year.  This is in Queensland where a country music festival consists entirely of competition performance and a few acts on stage on Friday and Saturday nights.  Most of the performers do not play their own backing music.  There are practically no participation activities except for busking during the week and rock and roll type karaoke.

Two years ago we had a circle jam at the show grounds while the competitions were on.  Everyone who came were friends we'd invited, and the idea of encouraging kids to play music together did not really eventuate.  I thought we could try it next year, again on the Saturday morning, but down the main street on the Police Station Verandah.  This might encourage more passers-by to participate, instead of it being tucked away in a shed.  And I've given them more advance notice to get the advertising in order.

But I've received advice from the committee that we will need public liability insurance.  My question is: how do other music festivals organise music jams?  If a festival is spread out over a town, does each venue need its own insurance? 

The buskers are forced to use the council's public liability insurance if they don't have their own, and when I signed for this a couple of years ago, I was basically agreeing to pay thousands of dollars in excess if the insurance was used.  So I'm not keen on the support the council might offer.
