Once I got an EVEN slice off the 14 foot PVC sewer pipe, I cut a slot in it so I could slide in down the outside of the remaining pieces, and get a nice EVEN line to saw along, to make the rest of the bodies. The narrow piece will become the tension hoop. The wider piece, being 10 inch INSIDE, needs a bit cut out, to make it 10 OUTSIDE. So once I got that right, I measured around the MARKER piece, and made a notch. Lining up one edge of the slot in the body piece with the edge of the marker piece, and putting a dot at the notch, give me exactly the place I need to make the 2nd cut.
