It goes on the strings inbetween the bridge and tailpiece with the longer part facing the bridge, you can push the cork over the bridge to mute the banjo.

it's a "tone enhancer"  it will change the tone depending on how close to the bridge you put it.  it can muffle the sound, but can change it in pleasant ways as well.  as a mute, it works great, I have one very similar, and I can practice pretty late and wife sleeps.  wife sleeps good.  wife wakes bad.
