Most ch tab shows one note at a time. In measure #26 of the attached file, strings #1 and #5 play at the same time. What does this mean physically? In finger style guitar, one would pinch the two as a chord, but this seems inconsistent with ch technique.

Looks like in measure 26 that you would slide 3-4 and then hit the next fret open and then play a 1-5 pinch I'm presuming with the thumb and index or middle finger (which ever one you usually pick with).  That's the way we do it in 3 finger bluegrass.

I suspect that's NOT clawhammer tab but old-time finger style. Unless there's some esoteric meaning to those notes, they do look like they're being pinched.

What's more, there are some roll-like figures in there that would be awkward to play with anything less than three fingers.

As a clawhammer player, I wouldn't know what to do with this tab either! I'd guess, as others have said, it's intended to be played 2- or 3-finger style.

That's definitely 3-finger tab.

Says so in Rick's listing where it says "Bluegrass  (Scruggs)"

Maybe you saw a clawhammer tab but clicked the wrong link.

In clawhammer, I have seen some players  thumb fifth string at the same time as an alternate string pull-off. So it is possible, but not very common.

I agree. This is a picking arrangement, not a clawhammer version.
