In Canada there's Not Criminally Responsible. Here's an example from MB where "the system" seems to be doing as it was/is intended. https://www.google.com/search?q=portage+bus+beheading&rlz=1C1CHBF_enCA1116CA1116&oq=portage+bus+beheading&gs_lcrp=EgZjaHJvbWUyBggAEEUYOdIBCTc1NjdqMGoxNagCCLACAfEF_rnPFRbVmGDxBf65zxUW1Zhg&sourceid=chrome&source=chrome.rb&ie=UTF-8 So far the male isn't inflicting any further harm on anyone, so apparently a mental institution isn't the only way.
I wonder if revenge/retribution better serves society as a whole or mainly the self-righteous portion? [Can't say I have a definitive answer.... philosophy isn't my strong suit...... but, but, but, I will contemplate it some more as I mow lawn this aft.

"as long as he maintains his medication" .... and who is monitoring that?
btw, alcoholism is denoted as a mental illness of sorts,, getting behind the wheel while drunk and killing a person will get you prison time.

Dunno... Google AI didn't mention how/if he's being monitored. I can envision that having him take it under direct supervision could be one fairly straight-forward/effective work-around.
I thought alcoholism is/was becoming viewed/accepted as a medical issue rather than a criminal one... didn't know that mental illness was on the table. I suppose IF a lawyer could get a court to accept that it was a mental illness, a NCR verdict could come into play.
[Btw.... finished the lawn ........... and gained no further insights.
