How would I go by making the cuts on a router table to install a Whyte Laydie tone ring using the drawing from Stewmac?

I do it by taking a piece of 1x6 and tracing the outside of the rim onto it and cutting out that curve, so that the rim fits snugly against the wood like a straight board does against a rip fence. I have ones I keep for 10", 11" and 12" diameter rims. Then I cut out a little pocket for the bit, and clamp the board to the router table. I adjust the board so the bit sticks slightly into the area where the rim goes, set the height I want, and then do a test cut. I keep adjusting the board so the router bit goes a bit more into the rim on each pass, until the tone ring fits. Then you can repeat the process for the skirt, which will need the bit to be raised up higher, and the width of the cut reduced to almost nothing.

I guess my question is. What type of router bits should I use to make the cuts?

I use a 1/4" spiral downcut bit. Whiteside is the brand I prefer, as they seem to last well and are not excessively expensive. Any straight bit will do the job, though.
