I make the heel and dowel as one piece, and attach the neck TO it. I find it much easier to get things lined up.

That's a good idea, Mike. If you are going to be making a laminated heel anyway -- it greatly simplifies the alignment problems.
Some of the earliest banjos just made everything out of one piece of wood. Never had to worry about loose glue joints. (But it did waste a lot of extra wood.)
