That looks like an oldie. I have an echo harp; different configuration than yours, and about 45 years old. It's not complex, really; plays easier than a regular harp, to my mind, and rather pretty. Blowing gives you the One chord; drawing gives you the Five. Scale is pretty easy to figure out.

Rinse it thoroughly with a little bleach in the water, then dry thoroughly before you blow into it. They're very easy to play, and make chords by themselves. Bird Dog's reference to 'drawinig' is to suck in air through the harmonica, not blowing out through it.
