I say yes, because the half-way point for the harmonic (half-way between the fret and the bridge) should be on the 17th fret.

Lots of people don't like to use the fret because in time you'll wear a groove in the fret and produce buzzing and/or dullness on that fifth string. Pips do cause slight intonation issues, but a lot of banjo setup guys still prefer them.
