What is a speed neck ?

I believe it is a neck where the finish has been removed, supposedly so your hand can change fret positions from "lightning fast" to "warp 3". I think this only applies to banjo players under age 20, you and I are exempt.

My understanding is that the removal of finish from the neck can be a benefit in extremely hot and humid conditions where perspiration can make a finished neck feel slow and sticky. Those of us playing in more temperate zones may find little benefit from a 'speed neck'.

I think graphite necks also qualify. I know mine sure lets your hand move much more smoothly without the friction associated with a wood finish.
