I should have included the last section of the law. This was an emergency, passed "for the preservation of the public peace, health, and safety."

Used to know a redneck-y guy who would threaten to "frail the hell out of ya!" So I assume the word has a variety of unofficial meanings. And yeah, he meant "hell" but pronounced it "hail."
