Some silly someone put metal strings on this one and did some damage to the rim here...
My first thought here is to try to reinforce the inside, and putting a no not tailpiece on the outside, to keep tension off the rim.

I'm not sure how to address the head here. It seems super thin, like paper. If I find a replacement, is there a special type of tape I should use here?

The head is supposed to be permanently attached to the rim! I would remove the synthetic skin, replace it with a natural thinner goatskin and fix it with tacks and glue. Then I would use a separate tailpiece that attaches with a loop of rawhide. You might have to predrill the rim for the tacks. It's not an easy fix and involves some skills that take some practice to develop. I converted a wooden top kid's banjo like this and it's definitely possible, but there is no tape that would fix it properly.
