OK. What is it? A dowel stick tensioner from Mars? A Dutch bottle opener? The doorlock mechanism from a 1973 Chevy Vega?

It's a detuner. The lever drops the pitch to the proper note. Fine tuning is done with the two hex nuts with springs on the screw. They go on the peghead and are held on with the two screws.
