So the board that is clamped over the bit (called a fence right? Or no?) Is adjusted to cut how much deep or "inward" for the ledge right? In this case the bar being 1/8th wide I want a ledge the same width, and I achieve that by adjusting that board/guide/fence to how much of the bit is allowed to "peak out" and cut and into the rim correct? And the "height" of my ledge cut would be dictated by the setting on my router yes? Obviously using some scrap to get the desired dimensions. This part scares me cuz even thought its not a great rim I could total screw it up even more (royally) by botching this 1/8 x 1/4 ledge.

Yes, Although you would need a fence placed at a right angle to the fence shown to register the bit to the rim center line. In your example it would be best to do the cut in multiple light passes adjusting the fence to cut about 1/16" deeper for each pass.
