Those are left-handed thread hook bolts for holding the neck on. People never know they are left-handed and they break them off.
You may need to enlarge the hole by drilling down alongside the broken bolt.
Recording King has replaced all of these in their banjos with a right-handed screw.
You can, too, when you get the old one out.
You have the right to tinker.
