Canvas pliers might be easier to find at an art supply store, but those watchmaker pliers look interesting.

My friend David Emery had a pair of these. We found them to be very helpful while mounting a hide head at his home in St. Augustine, FL. I found mine on ebaY for a very reasonable cost. They are sold for jewelry making too.
The thing I like about these is they are smooth and flat on the jaws. The is no serration to tear the hide. They provide sufficient grip to slmooth wrinkles and tighten the hide.... but not too much.
You have to be careful tugging on the hide too much. If you pull it too tight around the flesh hoop ...it can more easily tear later when tension is applied.
