Why is my tuning peg not turning?

I just pulled out my banjo today to play a little and I had just changed the strings so I needed to tune it, however when I tried to tune the 5th string it would only go so tight then it would just stop, but I could still bend it down so that  it touche the head. What's going on with it, an how can I fix it?
