Banjo Scales

I have been taking banjo lessons for a little over a year.  I am interested in learning about scales so I bought a Mel Bay Banjo Scales Chart.  I have several questions.  Question 1, why does the chart only show scales for the 3rd and 4th strings?  Why no 1st and 2nd string scales?  Question 2, the top of the first page there are two tables, the first titled 4th string and the 2nd titled 3rd string.  The first row in the 4th string table is labeled  "Fret #" and the second row is labeled "Root Name".  In the 4th string table, for fret 0 the root name is G, but the 4th string on a banjo is tuned to D.  Likewise, for the 3rd string table, for the "Fret # 0 the Root name is D but the 3rd string is tuned to G.   I do not understand this.  Can someone explain.  By the way, I am retired and almost 70 and I love playing a banjo.  Wish I had started when I was young.

I am originally from Virginia and really feel blessed to have been born here and still live here. I am a retired Industrial Engineer. I enjoy outdoors activities such as hunting, shooting, fishing and hiking. I have no natural talent so learning to play banjo is a challenge but I enjoy it. I currently own a Hatfield Celebrity banjo.
