Is the fret board on an arch top level with the top of the banjo head or the tension hoop. Currently the banjo I'm building fret board is lower then the top of the banjo head and a bit higher then the tension hoop.  With this setup the string action is way to high.  I am Unable to adjust it any lower with the coordinator rods.  It looks like if I raise the neck (reposition the lag bolts) it will lower the action.  I built this banjo from scratch using the stewmac mastertone plans.   Current neck angle is 91 degrees.

Before you re-drill the lag screw holes, it sounds as though the bottom of the heel itself needs to be shaved a bit to lower the string action. To check the neck angle, place a 3' straight edge on top of the fret board. Next, mark a line on the head approx. 7" from the neck. Place a 3/8" drill bit laid flat on that point and see what you have. If the string action is as high as you say, the drill bit won't fit in that gap. By taking a little off the bottom portion of the heel, it will lower the action. That connection between the neck and the pot is 3 degrees.

Just tried and you are right the 3/8 bit will not fit at all. The ruler touches a little less than half the diameter of the drill bit.
