Alan Munde's Book Festival Favorites Revisited has Salt Creek in it. The song is listed as "Traditional", Arr. by Alan Munde.
I also have a Pete Wernick book which lists the song as Salt Creek (Salt River) and attributes the arrangement to Bill Monroe.
A third book I have by Tony Trishka lists Salt River as "Traditional".
I think it would be safe to say the song itself is public domain.
