In so doing, with a 19-fret tenor, is it feasible to use a standard plectrum string set for the shorter scale?

Hi, Scotty...
The plectrum strings will feel loose, as the plectrum neck is longer, but medium gauge should work all right. You can buy a 5-string set and have a spare 1st string.
