I have a number of guitars and banjos and use Boveda humidifiers with all. Kept in same room, same conditions. During my last humidifier check/replacement I notice that the pouches for all guitars will still soft, ie not in need of replacement, while for all 3 of the banjos replacement was required, pouches were rock hard. Anyone else notice this phenomenon with banjo cases? Recommendations for banjo cases that better control the environment inside the case?

Depends on the types of cases they are. Some seal up better than others. Gig bags obviously don't really hold any humidity at all. The rigid foam cases are slightly better, but still not ideal. Most hardshell cases with tolex or other types of coating over plywood do a pretty good job of holding onto humidity if they seal up nicely. But I would think that in theory, the plywood will soak up a little bit of the humidity, and thus run through your humidifier pack quicker than say a fiberglass or molded plastic case.
I have a Crossrock case that is fiberglass and it holds onto humidity better than any other case I've had. I think this is partially because of what it's made of and partially because it has a pretty heavy duty seal all the way around. Plus it's got a built in hygrometer so I can monitor. It actually holds it so well that it has gotten too humid on occasion.
I have another suggestion:
I actually don't mess with an individual humidifier for each instrument. To me it's just too much to stay on top of. Especially since they all tend to run dry at different times. Instead I use a room humidifier in the room that I keep all my instruments. I can set it to stay between 40-45% and then all I have to do is refill the one water tank. Regular cleaning is a must though, otherwise it can get kind of scummed up.
