That is a beautiful banjo that looks to be in great shape, but one photo shows a metal ID tag (William Lewis Chicago) on the dowel stick while in other photos it is missing. Maybe it was removed during cleanup as there appear to be two screw holes in the stick that might have held it on ?

Done right (keeping the original neck and dowel intact.), with the heel carving and all the inlay cutting and engraving, would likely put the final cost in the $4,000+ range, so it makes no sense, imo. Destroying the neck to make a 5-string copy would border on the criminal.

My thoughts were maybe a tenor player or collector would want this as the price seemed very fair .

As a 5 string player and a tenor player, I couldn't agree more. If I were in the market for another tenor, I'd jump on this, but as I'm now in my early 80's, I need to rein in my BAS!
