Watching this on ebay. Looks like a George P Matthews neck attached to a zither banjo pot. I only think that because the design of the headstock is exactly like a George P Matthews one string neck that was on ebay, a week or so ago. Unusual headstock for 4 strings.

That "one string neck" was from an instrument called a "Japanese (or "jap") Fiddle"*

*has nothing to do with Japan.
