The two levers on the tailpiece are string benders. Jackson Steel Guitars is one company that makes them. Tim Wallis makes something similar. String benders are made for lap steels, electric guitars, banjos, and whatever else someone is creative enough to put them on.
Jackson Steel Guitars has a website that shows their products in greater detail. The company is owned by the sons of Shot Jackson.

The guy in the video never actually uses the benders. I have them on my lap steel and they are quite a great feature. You push on them with the heel of your hand. I would love to see how they’re used on a frailing banjo because, unlike playing a lap steel, frailing a banjo has the hand quite far from the benders and the rhythm would have to be interrupted to reach them using the frailing hand. I’m dying of curiosity!!

I'm glad to get some interest in this!  They are actually b and g venders from CB Gitty.
