I saw this picture on Facebook and think it might be a picture of a young Uncle Dave Macon (together with Bill Monroe's uncle Penn Vandiver on the fiddle).
The other picture I included is known to be an early picture of Uncle Dave. I see much resemblance.

I guess it is possible. But I don't recall any mention of an association with Uncle Pen in Mike Doubler's book.
Mike is Uncle Dave's Great Grandson and a noted historian & author. Mike wrote a great biography on UDM a few years ago. amazon.com/Dixie-Dewdrop-Uncle...252083652

Anyway, I think you might be right. I found this picture of Clarence Wilson as a fiddler, he does look like the one the picture I posted. He was also known to play the banjo:
