1. The “1/2 II - - - - - “ section: what is this?
2a. (2131 tr) with a tie line over the numbers. I’m pretty sure the “tr” means trill, which would be a series of hammer ons a semi tone above the top note C# (key of D) to a D, correct?
2b. But the numbers and the tie line: guitar fingers?
3. Grace notes are like pull offs which are lumped into the duration of the note they’re tied to, correct?
4. What is the playing order of a grace note pinch: does the pinch occur with the C# and G and then the C# is pulled off to a B before the dotted quarter note ends?

If it is classical guitar notation the II may mean 2nd position. The 1/2 means a half tone trill over the duration of the notes, starting on the first and ending on the second. The other numbers are probably picking hand suggestions on how to finger pick the trill. Each note of the trill is picked because they are not tied
The trill is 4 16th notes with the thumb hitting the bass note on the 2nd, I think

"1/2 II" means a half barre (strings 1, 2, and 3) at the 2nd fret. Not sure about the "2131".

OK a couple additional insights I’ve been able to gather by listening to the piece slowly (yes it’s a classical guitar piece):
1. The grace note is pinched with the base note and then the tied note is pulled off afterwards.
2. The 2131 with a legato tie is a complicated trill using pull offs and hammer ons which starts on the C# down to C up to D then back down to C.
