Just a tip, although I'm probably not providing any new information here. You can block an entire range of IP addresses from connecting to a website. This prevents a person from simply creating new usernames to get around an account block, and is more effective than an individual IP ban. Of course, they can still use a VPN to bypass the IP range ban, but most people aren't going to go through that trouble and expense. IP Range Bans are quite effective in stopping all but the most persistent trolls.

That’s Eric’s bailiwick. I do know “Buck,” or whatever his real name is, is some kind of computer pro.

I've written down all the IPs that he's used so far, and only one has been used more than once. Guess that means he either travels or is using a VPN. Should be a way to stop trolls like him, but I don't know how. Maybe Eric does.

Many of the free VPNs do not yet deal with the newer IPv6 protocol, which is more machine specific, so the actual IPv6 address (maybe) can be grabbed. There seem to be server-side methods to extract a MAC address from the newer protocol IP address. Or there may be other methods available to fingerprint a specific machine and block it (there are).

It's one thing for a pest to set up a new account at will (no overhead in that), but it's a whole lot more involved and expensive to use a different machine for each new account. So my opinion is, some form of device identification (fingerprinting) is the key to dealing with this problem, and blocking specific devices once they become pests.
