Given that the 1975 date accompanying the Osswald signature is about 40 years more recent than the manufacture of your very nice B&D SB #3 Montana, I would speculate that it marks a repaint/touch up of the back surface of the resonator.
There was an Osswald in the fretted instrument construction business in Chicago as early as 1886 (Geremias Osswald) whose descendants, at least into the early part of the 20th century, maintained the business. So, again speculating, one of that family may have been the Osswald who signed his work.
Regrettably that's all just a guess.
