From quotes that have been taken from it, Chris Wing has worked out that it is was recorded by Mike Seeger on the March 1966 European tour with The Stanleys etc.
Background noise is a bit rough at the beginning, but it gets better.

I've got about halfway through it. Clearly lots of this tape was used for the background and quotes on a number of articles about the Stanley Brothers. But there's lots of good stuff here I never heard: Art Wooten coached 'em to try the high baritone trios; they had 4 sisters Ruby, Hattie, Georgia and BUFORD; they had to reduce playing time of their records to increase jukebox plays; their mother's house burned down while she was canning apples and she escaped with a dish towel; Carter met the Blue Sky Boys at WCYB and liked 'em more; etc.
Wonderful primary source material!
Will finish listening over the next day or so.
