I've done skin heads before, but not on a zither type pot assembly. There doesn't seem like much room for tightening. Any pointers? I'll be using goat skin on this uke pot.

Not your typical ZB pot assembly (at least, not like a Camm or a Windsor). On my Windsor, the whole shebang comes out of the frying-pan with a few screws and is very easy to work with.
They're typically very small diameter pots, so it is very easy to over-tighten them. I sort of messed up on my Windsor and got the tension ring sitting too high...but I kept screwing it down (tightening the head) until it finally seated to the correct height...and I'm lucky the head was a strong one. It is so tight, you could roller-skate on it.

I have skinned a number of Zither banjos over the years. The one thing I find consistent with them is they require a THIN vellum. The gap between the tension band and the ring is very narrow. Sometimes it is just a pig to install a new head. This is why I keep the old heads from old banjos when I replace the heads (usually 11"). Mostly these are old Rogers heads that have deteriorated along the flesh hoop. They are ideal for smaller instruments.
