It is a wide spun "donut" type tone ring (with holes) ... sitting on top of a thin Electric (Whyte Laydie) type of scallop.
It is a little bit like what Bart Reiter sometimes does adding a Bacon tone ring on top of a Stew-Mac Whyte Laydie scallop. We refer to this as the "plus" combination.

Yah, but the "tone ring" doesn't look so much "spun" as "hammered". Makes me think of those beautiful "arts and crafts" hand hammered copper bowls, etc. Hmmm...wouldn't that be neat: a hand hammered copper tone ring paired with patinated brass hardware, feather-grain oak pot, oak neck. Go all "Stickley" on it...
Holes appear to have been drilled but some have large burrs on 'em...which makes me wonder if they were all original or maybe some were added at one time.
Definitely interesting though.

Don't know where you are seeing holes, it appears to me to be the reflection of the tension bolt lug screws in the rim below.

In addition to the burrs, the poor alignment and uneven spacing on those holes make me think they were added later, and by someone unskilled.
In spite of that, it's a really neat piece.
