I have a friend with a BR scooped open back with an elite head. What is the recommended Drum Dial tension? I keep my Renaissance heads at 92-94.

The Elite is the same Remo Ren head, just a different name brand for Stew-Mac made by Remo.

The best head tension is your individual preference. 92-94 on a drumdial is plenty tight. 

I don't set my head tension by drumdial measurement alone.  But they measure 90-92 on my bluegrass banjos (REMO heads) .. . and lower (88 +/-) on my Reiter openbacks with calfskin)

I figured that was the case. Just wondered if the OT players liked a tubbier sound with less tension on the head.

 Yes, they most commonly do.    But if you take the bell curve's outliers into account then OT players have some pretty disparate preferences.

Many prefer the tubbier sound you refer to, but others take it so far via stuffing and so forth that they get more of a "thud" than a "plunk", and yet others (me included) prefer the bright sound of a tone ring banjo such as an unstuffed Tubaphone or Whyte Laydie.

Since the Bacon tone ring is very bright sounding I would not get the head super-tight. It may sound better a bit looser.
