Everyone varies their timing somewhat.A little wait(almost a dotted rhythm),then the following
notes speed up slightly to make up for the drag.
In drumming it's called drag(slightly late in the pickup to the next measure).It gives the music soul.
Any variance has to be made up for so the overall time isn't affected.

True, but for each individual player that limit will be different. I remember noticing, on the first DLQ album, that Terry Baucom was bouncing at a speed higher than you would normally hear it done--and certainly higher than I could do it. That created a distinctive and interesting feel to the tune in question. (I forget which one it was.)

TDC=Top dead center--I'm familiar with it from tuning my old Chevy. It's a term used in tuning engines (It might refer to an adjustment where the spark fires at the point at which the piston is at it's highest point in the cylinder).

Right on the beat if not forcing it,slightly...pushing the beat.

Yes top dead center or before...adjusted by the distributor which rules timing of ignition.
