A while ago I wrote a chord generator for the banjo (and now also guitar.) It's dynamic, and it works out chords based on music theory . The chord generator supports a wide variety of tunings by default and it is actually possible to enter them manually too.

There's more than one way to play a chord, of course, and there are also options for capo placement and down-the-neck chord inversions.
The chord generator is based around the 7 musical modes, so it's made to be easy to get a useful set of chords for whatever key you want to play in. On the subject of keys, you can use either chromatic or diatonic chords.
I'd point out that it's in a constant state of development, so more features are added as and when I think of them.
Also, for those interested in those kinds of things, it's Free/Open Source (http://en.wikipedia.org/wiki/Free_software), so anyone can study how it was built and learn from it.
