I looking for a source for buying a spotted pre-mounted goatskin head, particularly a 12" low crown with lots of big back splotches with little white showing.

I always recommend John Balch goat skins. I prefer his “more subdued” offerings.
I suspect from your query that you may want to get in touch with Jeff Menzies. His offerings may more align with what you are describing.

I got my spotted goatskin head from Menzies, but he doesn't pre-mount.

My supplier has been having difficulty getting these hides lately. My supply islimited.
But I do have a small number of extra-nice spotted and patterned hides (held back in reserve for special projects).
