Found something works fast and well. Lucas makes a small bottle of blue tinted extreme duty gun oil. It has a tiny metal tip to dispense about the size of a third string. Remove your tuner buttons and anything below so you can get to very bottom of shaft with metal top of oil bottle. Run some around the base of your tuner shaft while holding inverted.
Here’s the trick, you can physically pull and push the tuner shaft in and out a small amount. Very small, but you can pull out on tuner shaft, while turning and it works the oil in really well. I gave each tuner shaft 3 good treatments of working the tuner shaft in and out, slight though it is, while turning, and all 4 tuners were good to go and back in peghead an hour later.
Beats soaking for days.
