Can a slight bent in the outside skirt be repaired? Pressed out?

Some may cringe at the thought, but I've had luck using a block of wood and a hammer. I've heard that some guys cut the end of the wood block to approximate the curve of the skirt, but I didn't bother. It may never be perfect again, but you can get it pretty darn close. Just go slowly until you find out how hard to tap it to make it move. Maybe Steve Huber or Eric Sullivan know of a more precise method. If it's a real high-end tone ring, it might be worth a call.

Reminds me of the word "caul."

Perhaps a person could fashion hardwood cauls with both the inside and outside curves and clamp them onto the bent area to squeeze it back into shape? Maybe use a drill press? 

If hammering, maybe use a rubber mallet?

As you say, it can be fixed enough to work but probably won't ever be perfect.

Just found out both Huber and Sullivan both said they could fix no problems

I have bent hoop rings but not a regular tone ring. I cut a block of wood to the same curve as the rest of the ring, glued on a flat block to hammer on, and used a wooden mallet to pound it back to the proper curve. That should work with a standard tone ring as well.
