USPS is the best from what I have heard, because other companies charge broker's fees and USPS rolls them into the initial price. I have shipped a few things to the UK with them and have had no problems so far. To look up the cost I use postcalc.usps.com and fill out the online forms for a quote. Last I knew it was cheaper for me to ship to the UK than to California, by USPS. Domestically I ship UPS with PirateShip, which is around half the price of USPS.

I have been using UPS with great results to the UK, and worldwide, for the past few years. I don't use USPS because my customer and I can't track it after it leaves the US and don't know what happens if it's broken or stolen. I get discounted shipping rates through my website with all the major shippers so I can't comment on what retail shipping costs will be.

Tracking a USPS package after it leaves the US is no problem at all. Just use the postage providers tracking tool of destination country. In my case (Germany) it is DHL. Once a package shows international transfer airport on the USPS tracking, I switch to DHL for further updates.
