Not sure on value since if it has already been drilled for the Stelling neck you presently have, it might not just fit another Stelling neck without some adjustment being needed. From your post, it seems like that might be the case. TP rims are good rims though, and someone might not mind having to have the present holes filled, if needed, and re-drilled. A wild estimate would be around $500 since the rims or banjos are neither being made anymore. IDK if there might be something in the archives on Stelling making this change to these rims and what he charged for the upgrade for banjos with the previous rim, but if you can find something like that, it would give an idea on what they cost when they were first made available.

If the rim was designed for a Stelling banjo, then it will have been cut for the Stelling flange and Stelling tone ring.
And, all Stellings from about 2002-2003 came with the Stelling flange.
So the potential market is owners of Stelling banjos made prior to 2003.
Did the rim come from Mr. Stelling, or is it a Tony Pass rim that was cut to fit a Stelling banjo by someone else?
