Does anyone know what the 'B's mean?

I think it means a "barely open", or "muted" string.

It means brush those two notes one after the other?

The two notes marked with B are the first notes of the Galax Lick. NotIcE that the first note of the next bar is played with the thumb on the 5th string. The "B-B" is not a brush, but individual eighth notes played successively by “dragging” the fingernail across strings 2 and 1.
