I didn't recognize the flange pattern or marquetry as Kay, and what ring would have been added?

What size diameter is the tonering ? How many brackets ?

I should have added this: It is an 11" head, 24 brackets with a notched tension hoop

The flange does have a Kay vibe to it. The marquetry around the rim has a Harmony vibe to it, but I don't think it is either one. Kay and Harmony almost always had 20 brackets. Also, the rim appears to be of better quality than either of those companies produced.

Leo Master was a Kay or S-V brand.

Leo Master was built by United, nothing to do with Stromberg/Kay. They used a dot-dash flange, but not the one shown above - they used the same one used by Lange and later Gretsch. The dashes have a small hump in them.

Looks like an old Fender Artist flange?

Although it sorta kinda looks like a Fender Artist or Concert Tone, the dashes on those are not directly in line with the holes like this one. That ring is definitely somebody's interpretation of a Tubaphone. 

Looks well made but I haven't a clue.

I have a flange like that, pot metal stuff, the bracket spacing is odd, not like gibby or B&D, somewhere inbetween.
