Can anyone provide instructions on how an Oettinger tailpiece is supposed to be adjusted? Its on a 1926 Bacon & Day Silver Bell #1 17 fret tenor guitar tuned CGDA.

It’s a matter of what sounds good to your ear. Most players with SB banjos adjust string tension with the” fingers” highest on the first string ( less pressure) and graduating downwards with more pressure on the fourth string. Apply pressure via the thumb screws for each string till you find a sweet spot individually and then listen for an overall sound when chording. If one string is too strident try adjusting. Experiment!

Basically what Richard said.
And do that in a very quite room, when my ears were better than now, even I could hear the difference & dial in.
I play 5 string & it's the same but with the 5th string highest.
