Actually those aren't a bad knock off of Vega D tuners (Pittmans?), minus the "ball point pen spring", sort of combining the sliding top cap of the Gibson Kluson tuner. The cam itself looks quite stout -- not that the cam was ever the weak point of either design.
Looks like quality work to me. LOTS of early banjo pickers used homemade D tuners (like Earl did) until they found out Gibson and Vega would sell their versions in the aftermarket.
