I just put a neck on that had been sitting in my cabinet for 8-10 years with 5 star tuners. The 4th string tuner was stiff. I switched it out for a smooth one. I then removed the button and set it in my vise. I sprayed the end with WD40 and put light oil on it as well . After 3-4 days of spraying and turning, it freed up nicely. In my case, I expect the factory grease got hard, same as Keith D tuners do.
I put oil around both the string shaft and the button shaft wanting it to soak down into the geared portion where any grease would be. I had no direct opening into the gears. That is why it took a few days. I would pick it up and turn it a few rounds whenever I passed by. I think it was the 3rd day when it suddenly became free and smooth.
