If it's an EXCELLENT repair, yes it has value. I mean excellent as in nearly invisible and cannot be felt.
I once bought a newish RB 18 that the seller (Gruhn Guitars) forthrightly said it had a near-invisible peghead repair at the volute. I couldn't see it. I ended up buying the banjo. Several years later I sold it to someone who wanted it MUCH more than I did. I revealed the repair. The buyer couldn't see it either.
If it's visible but looks "good" and can't be felt, it has value.
If it's ugly and you can feel it, it has some value as an "emergency replacement" neck, meaning if you break another neck and need "something" to use while you get yours repaired.
