I believe that it's a Sabine capo. I had one years ago.  Below is a Reverb link for one that is for sale.

Sabine. I found it easier to use when I took those two little springy pieces out so they didn't catch up in the strings.

Had one.

Why the manufacturer chose "SABINE" for the product name, I wondered, since the only OTHER reference I ever had to "Sabine" was this:

Have one. Gold anodized in color. Now rendered useless as all the plastic bits have degraded. Sits in my machinists box of parts.

When it was new, functioned really well.

Well, heck, they're all in a frenzy trying to find a capo... not to mention that finger pick I lost last year!
