It looks like thumb wear that has loosened the fused Tyvek from the mylar.
I see it all the time on Fiberskyn heads that are on banjos that get a lot of use. Other than the funky appearance, there is no reason not to use it. No harm will come to the banjo or it's player.

Like Bob said, the fiber came loose off the see-thru plain mylar head. Yup, that's quite common with these fake-skin heads.
Try pushing down the ripple, if it goes down flat back onto the head then cut a slit into the loosened fiber. This way you'll have some room to squeeze a couple of drops of crazy glue and you're back to the original looks.
If there still are ripples when you push them down then cut a wider (and wider and wider if needed) slit in the loose fiber so it has more room to squish down nice and flat and have another go at the crazy glue.
Keep in mind, this situation is simply cosmetic, there's no functional shortages/failures at risk in this situation.
You can scrub off some of the brown spots with Mister Clean or whatever soapy stuff you got kicking around.
